    Corporate plan sets Council’s direction for next five years

    Fraser Coast Regional Council has adopted a new five-year Corporate Plan to guide how it will deliver community services and infrastructure while protecting the region’s unique natural environment and lifestyle.

    Mayor George Seymour said the Corporate Plan was Council’s main strategic planning and visionary document that was developed following extensive staff and community consultation over the past nine months.

    “Our vision of building better communities together is the foundation stone of our new 2023-2028 Corporate Plan. It will underpin everything we do as a Council, ensuring our region and its communities continue to flourish,” he said.

    “We will work with Council staff and the broader community to make sure we get it right, balancing our current needs with the needs of the future.”

    The 2023-28 Corporate Plan is centred on five focus areas:

    • Connected, Inclusive Communities and Spaces;
    • Resilient and Environmentally Responsible Region;
    • Focused Service Delivery;
    • Focused Organisation and Leadership; and
    • Engaged and Agile Workforce.

    The plan also outlines four organisational priorities for Council:

    • Effectively managing and maintaining assets;
    • Better planning for the future;
    • Providing focused service delivery; and
    • Maintaining financial sustainability.

    Cr Seymour said the Corporate Plan set out a series of objectives, deliverables, and performance indicators for each of the five focus areas, and would be regularly reviewed and monitored over the next five years.

    “The plan outlines dozens of deliverables, such as a parks study to ensure equitable access to parks and amenities, developing a forward design program for shovel-ready infrastructure projects and increasing the number of services offered outside business hours,” he said.

    “We thank all those within the community and Council who helped develop this plan.

    “We are confident that our shared vision and strong strategic direction will guide us to serve the community to the very best of our abilities. Together we will continue to ensure the Fraser Coast is a great place to visit and an even better place to live.”

A Corporate Plan is the umbrella under which Council's annual operational plan and budgets are prepared. It:

  • defines the strategic direction and vision of the Council for a minimum period of five years.
  • provides accountability of the council to the local community and key stakeholders.
  • acts as the 'north star' providing guidance by setting a common goal for the organisation.
  • The Corporate Plan is expected to be adopted by Council in early 2023.
  • Council's vision is to 'build better communities together'. This is the guiding element that provides the overarching aim for Council to strive towards.
  • The strategic direction sets a framework for decision making needed to deliver the vision.
  • It encapsulates the aspirations and values of the Council and conveys what the future may look like.

The process of preparing the new Corporate Plan 2023 - 28 will include:

  1. Reviewing the outcomes of the current Corporate Plan.
  2. Assessing the issues affecting the Fraser Coast region over the life of the new plan and beyond that period. 
  3. Defining the big picture for the Fraser Coast through Community, Councillor and staff engagement and input.
  4. Building the new plan through research and engagement with Councillors, staff and Community.
  5. Presenting the plan to Council for adoption, anticipated in early 2023.
  • Council’s existing corporate plan is due to expire 30 June 2023 and it is a great time to review ‘where we are now’ and 'where we want to be', acknowledging the significant changes in the economic and social fabric of our growing community.
  • It is also a legislative requirement to have a current plan for a minimum time period of five years, so we will be developing the new Corporate Plan for 2023 - 28.

It does not include the “How” ie./ How Council will translate its vision into reality through detailed actions.

  • The “How” includes things like:
  1. Specific works, projects or services;
  2. Day-to-day business processes and operational activities;
  3. Budget information;
  4. Workforce and resourcing information.
  • The “How” (as outlined above) is included in Council’s Operational Plan, budget and other supporting strategies and policies.
