Fraser Coast Beachfront Caravan Parks Redevelopment

Project Overview

Fraser Coast Regional Council owns four caravan parks along the beachfront in Hervey Bay.

These caravan parks have been in operation for many years. Facilities and infrastructure in the parks are all in need of refurbishment to meet current caravan park standards. In addition, van sites encroach onto the foreshore and no longer meet the demands of the market. The internal roadways are narrow, making it difficult to manoeuvre the average vehicles and caravans.

Council has embarked on a planned refurbishment program for Scarness and Burrum Heads, and has now completed the master planning process for Torquay and Pialba.

Burrum Heads Caravan Parks works to commence on roads and on site.

The first stage of the major works between Burrum and Howard Streets will commence in  March 2024, and continue throughout the year.  The second stage of the redevelopment of the Burrum Heads Caravan Park inside the property boundary between the Burrum River and Burrum Street will continue in 2025.

The final stage of the Scarness caravan park upgrade and the first stage of the Burrum Heads caravan park redevelopment will start within weeks.

    Tender documents issued to the market for pricing starting August 2022

  • Construction of Scarness Caravan Park

    Phase 1 building works Scarness Caravan Park awarded. Expected opening of western half of caravan park early 2024.

  • Master plans for Burrum Heads and Scarness

    Completed 2021

  • Community Engagement for Torquay and Pialba

    November-December 2021

  • Civil & Building Design Award

    Civil and building design commenced, starting with Scarness Caravan Park April 2022

  • Adoption of Torquay and Pialba Master Plans

    June 2022

  • Scarness Civil Design

    Civil Design has been completed for approvals and tendering purposes - August 2022

  • Construction of Scarness Caravan Park

    Construction commenced, expected completion 2024

  • Construction of Scarness Caravan Park - western side of park, first stage

    Tuesday 12 December - managers move into new residence & reception

    Wednesday 13 December - guests relocated to western side from eastern side

    Monday 18 December - temporary fencing installed on eastern side ahead of final stage of works.
