On Wednesday 24 July 2024, Council resolved to make a proposed Temporary Local Planning Instrument - TLPI 01/24 - Flood Hazard Area.
This resolution allows Council to send the proposed TLPI to the State Government for review, which is the next stage in Council adopting the outcomes from the new and updated flood studies.
Council also resolved to make these recent flood studies, covering the following catchments available for information purposes:-
- Bunya Creek Catchment
- Eli Creek Catchment
- Tooan Tooan and Lowland Lagoons Catchment
- Tinnanbar Catchment
- Poona Catchment
- Maaroom & Boonooroo Catchment
Each of the flood studies has been undertaken using industry best practice, in-line with Queensland Flood Commission recommendations, national standards and guidelines for flood risk assessment and catchment modelling. For the Bunya Creek, Eli Creek, Tooan Tooan and Lowland Lagoons catchments, these studies use new catchment information, rainfall data, and modelling software to update existing flood studies. The flood studies for the Tinnanbar, Poona, Maaroom and Boonooroo catchments provide Council with the first ever flood studies for these areas. These studies provide the community and Council with the most up to date information on flooding extents and level of risk associated with flooding events.
The current planning scheme policies and requirements for flood hazard areas, including minimum floor levels for habitable dwellings, will remain in place whilst the TLPI is being reviewed by the State Government, with individuals able to build to higher levels to increase future resilience. Allowing the flood studies to be released for information purposes ensures that existing and future residents and developers are aware of the latest information.
Once adopted, the TLPI will amend the flood hazard area extent mapping in the Fraser Coast Planning Scheme 2014 and the minimum habitable floor levels for new development within those catchments included in the TLPI. Note that, the proposed TLPI will not change any other assessment criteria, such as assessment benchmarks in the flood hazard code, category of development and assessment planning scheme policies or other provisions and regulations, for those properties within the flood hazard areas in these catchments.
What is a Flood Hazard Area?
The Flood Hazard Area is the area impacted by flooding from the applicable Designated Flood Event. To determine habitable floor levels, the Designated Flood Event is the size of flood that has a one per chance of occurring in any given year.
